NbsOtnAlarmMask  
OTN alarm mask, encoded within an octet string. The bit assigned to a particular alarm (id from NbsOtnAlarmId) is calculated by: index = id/8; bit = id%8; where the leftmost bit (msb) is deemed as bit 0. The mask length is either full-size or zero if not supported.
